During the Veto player meet in London today, CCP Unifex announced the upcoming 18th expansion for EVE Online: Retribution. This release, due on December 4, 2012, will bring players a new bounty system, balancing across multiple ship classes and four new destroyers, updates to Crimewatch and much more.

And I think CCP wants to make it so you can contract your kill rights out to people if you dont have the time/ability to get your revenge.
Alt's can't accept the contract? How many people have multiple accounts? Some of which may or may not be able to be tracked back to the main account?
If they are able to somehow ban alts from completing the contract, how about friends or corpies?
There is no way to "fix" all possible exploits.
Well technically if they wanted some known merc corps or pvp corps could just be assigned the contact or an alliance. Problem Solved
they should make it like FW for how much bounty is payed out… that way it will reduce alt farming for isk… make the payout a percentage of the mods on ships vrs jita/amarr price that day and a portion of what the plat insurance would be… that way if you kill the ship its still worth less then the mods and cost of the ship in the first place… the total value of the payout comes from the total isk bounty on him… so if he has 2 billion isk bounty and the ship value is only 2 million and mods 9 then only 11 million is subtracted from the total bounty on him… plus if he has a bounty on him he would be red flashy in high sec and anyone can attact him…

Don't see why people have to wait a year for fixes just so you can name a patch and do little work in between that time.
Just be like every other piece of software and release patches when you've ironed out issues, not make your playerbase wait a year then wonder why subs aren't up

I think its good they are fixing all the broken shit that has piled up since first release.
However, I think they still have a lot to learn about software mainenance, they are essentially doing repair by replacment. If they started having to fix the code they actually wrote (instead of replacing whole features) they might become better coders.
Also waiting for them to fix daily downtime, that design mistake has infected Dust514.
Stop complaining . . . this is what we have called for for years. Countless people have complained that CCP is expanding rather than fixing what is broken in the game . . . especially after the Incarna expansion and now that we get what we have been wanting for years we have derpherp douches like you that still wanna complain about something. Sure the game isn't perfect but this expansion is a much needed expansion that we have asked of CCP for years including focus on spaceships, bounty hunting and the like. So stop complaining and be content that we are getting what the vast majority of Eve players have asked for. I for one say +1 to CCP. Not a perfect game by a long shot but another step in the right direction.

In what way are expansions like Crucible, Inferno and Retribution "fixing what is broken"?
IF Retribution have the rumored postponed Crimewatch content, then they may be getting around to fixing outdated or broken content. Giving us new Battlecruisers or Destroyers is not fixing broken content. The game never "needed" new ships, but they are good for placating masses. It's appeasement while direction still lean toward finishing the outside commitment (Dust et. al.).
If you look at mechanical design it's still entirely focused on Dust. We're are not doing Crimewatch mass tests, we are doing planet-district and orbital bombardment stress tests.
So while some may be dazzled by new shinies and others think it's good to get Dust out of the way. Those of us who heard CCP promise commitment to EVE and "Flying in Space" are not as somatic and gullible. I really hope Crimewatch come in some sort of usable pakage (i think that is the ambiguous surprise content that Fozzie have referred to lately; and he infer that it comes in an unfinished pakage to be tested live and iterate upon like the FW changes). That's just my guess though, but i'll take it if it comes – at least it's general content design. The attention that was promised, and the things that "need fixing".
Then they have at least partially delivered on one third of the "big three" promises since Crucible (Crimewatch, POS initiative and Ring mining) that were to make up their "Flying in Space commitment" within 18 months. Remember when people joked about 18 months? Now it's considered demanding to expect something within it and people like Scar feed us politesse about being content with what we get.
I'm still expecting gameplay-design delivery: It's not just complaint – it's criticism of what direction was said to be taken, and the contrast of where we are headed. EVE content, not new ships and Dust content.
I understand the two dimensions at play here are difficult to distinguish, so let me explain it a tad shorter:
1. Ships is not content – There is still content being adressed of course: the bounty system is outdated content being fixed, so is the iterations on the iterations of FW. It's important to separate what is cake and what is icing though. What EVE need is cake, mechanics. Attention to gameplay, and Flying in space.
2. Content should be adressed in the order it impacts the game: what differ things like the FW iterations or the bounty-system from things like the "big three" is their nature. It's specific content rather than general content.
Crimewatch deal with lowsec as a region, as core content in the game (shoot ships, create content) and something that affect everyone. It's part of the sandbox. Specifics in FW deal with FW within FW for people who are in FW. If you are in FW you may value it, but it's not as general. FW is only a part of Lowsec, while agression mechanics assume everyone there.
So what is adressed are specifics, while we wait for resources to be allocated to deal with the bigger projects (likely resources pulled from the outside commitments: dust, carbon etc.); or worse, while we have to wait for core content because they have underdimensioned that staffing.
I just want a ship where a stripper comes out of the dash and gives you a BJ, come on CCP I have faith in you.

The whole concept surrounding bounty hunting has such HUGE potential. It's a shame that nothing good has ever been made of it.
Bounty hunting is dead and CCP will not fix it.
As long as bounties can be collected by anyone will bounty hunting never be a profession, because as soon as the bounty values become worthwhile will targets collect the bounties for themselves and either with the help of a friend or through meta-gaming.
CCP would have to drop the current bounty system completely and implement a contract-based system where bounty hunters are being given a contract and only they can complete it and earn the ISKs.
I doubt CCP is capable of such a change and we will be given only more shit this winter.
This is killing me, now I gotta know what they are doing to bounty hunting. They've been trying to fix that busted system for years, but this is the first time they have tried to make an actual change. Could it be they finally found a way to stop the alt/friend/corpmate exploit?
Here's how I'm calling it: bounties will not only be assignable to others via contracts, but you will get a percentage of the bounty via ships being blown up, not just pods. If you get the pod, you get the full whack as before. This is quite possibly a stealth buff to low-sec, as that's where people with bounties hang out normally – getting people into low-sec is a good thing!
Predicting that if CCP do confirm these are the changes, that a few owners of large bounties will cash in while they can. Ain't nobody gonna keep the big tags on their heads for too long if they lose part of it when they get blown up.

The bounties need to be tied to an ISK-destroyed value. This would be the ONLY way this could work.

It would also need to take insurance into account. Otherwise the alt will get isk equal to the value destroyed, and the player will get an insurance payout and a net gain.

imho, i like every update/batch/expansion/change in eve!
because:
1.) broken stuff is being fixed
2.) things are being balanced (ships, items, npc´s…..)
3.) new ships/items are always great
3.) it doesn´t matter if something affects me in a negative/positive way, because every change is just a new challenge or a new option
I don´t think that CCP is trying to destroy the game or trying to focus all it´s resources into dust514, but like every company, they just have a limited amount of resources to get things done.
stop bitching around, wait for the expansion and enjoy what CCP gives us and try to get around things they take away from us(you know, you get new stuff to do that^^)
