This post will cover the last four tech one frigates to get a discussion thread. This is in many ways the trickiest but also the most rewarding part of the winter frigate rebalance, since we are creating a new role for these frigates and hopefully shaking up frigate combat quite a bit.
Each race will be getting a tech one logistics frigate, bonused in remote repairing. These ships will be replacing the mining frigates that are being displaced by the new ORE frigate, taking the Inquisitor from the Amarr lineup instead because we already stole the Tormentor to make a mini-Armageddon.
Our goals here are:
1) Create a new set of interesting gameplay choices when flying or fighting against frigate groups
2) Provide an upgrade path for new players on their way to Logistics shipsThese ships are weaker for their size than our T2 Logistics Ships are, and that is by design. This reflects both the lower cost and SP investment and our desire that these ships compliment current frigate warfare without eclipsing all the other ships in the lineup. I am aware that any expansion of logistics capability in eve makes things harder for solo players, and we are endeavoring to make sure that these frigates add options to combat instead of taking them away.
So these ships have a max rep range of 28.8km with T2 reps and are generally among the slowest of the tech one frigates. We built them quite heavy so that they perform closer to destroyers/interdictors than the other frigates. Piloting these ships effectively in the midst of a battle will require some thought, helping create ships that are easy to get into but take time to master.
Along with the changes to the ships we are also changing the fitting requirements of small remote armor and shield reps. Details of those changes are (apologies for the formatting):

Not at all. If they want you, low skill points and all, you can shield tank a Drake or train for a covops and you're good.
If they dont want you without 5 million SP/500 kills on a killboard/etc, then this wont help.
Make them useful in a blob you mean?
I must say im VERY happy about this.
first of they made so you can see and try logistics works before you have trained

T1 Logi cruiser get a revamp so they get useful in there role
T2 Blackop Logistic frigate.
I would definitely agree with you on the t2 logi cov ops frigate. The t1's need the range bonus for sure.
we dont need that there is much more important things to do but as always ccp prefer to pimp and bring bling bling i start to feel like in jersey shore ……

What good are logistics if the other side doesn't bring all frigates (and even if they do…)?
You can't repair a ship once it turns into the little chevron thingy… Even with a pretty good scanres there's a second or two to lock, a second or two to activate a module. More than enough time for a frig to go pop…
I can see this working in a lot of cases and as said by others it'd be nice to see logi working practically without crsv and logi iv (or v depending on situation). It would also be great to see more frigate – geared PVE that requried such a logi ship. It'd really force frig pilots to pay attention at those shorter rep ranges.
They are cheap logi's for cheap fleets. Think just a little before you post.

I have always been a proponent of the T1 Logi cruisers. You can make them cap stable very easy. I usually carry a compliment of cap stable ospreys in my carrier so people in pods after a fight have a way to still be useful.
I should make it clear that I was refering to repping POSs in the osprey, rather than actually trying to rep ships.

Good – lower skilled players can be more useful in fleet fights drawing out people into 0.0
Bad – May accelerate the current trend towards blob warfare
Ugly -Could have unintended consequences. Consider 150 frigates moving 2x the speed of a Scimi, with almost half the sig radius reshipping over and over again. Fights could get VERY VERY boring.
Want to move peeps out to 0.0? Consider a smaller (approx 25K m3) jump-hauler that is more affordable and can navigate highsec like a JF – the opportunity to conduct commerce will have as much draw as PVP.

500% range bonus to reps and the frig speed will make smartbombs not so useful unless there's a terrible anchor.
I love the idea of a jump hauler that takes a lower skill point to enter. It could come in two flavors much like the transport ships do now. Both would have less tank than a JF. One would trade tank/hauling capacity for a greater jump range. The other would have more tank and more hauling capacity but have a lesser jump range. The tradeoffs could even be done by specialized modules on the same ship frame. I know a lot of guys who recently headed down to null sec and quickly got annoyed with the inability to transport anything themselves. Many of them left null sec for empire again just because they couldn't procure what they needed/wanted or manufacture it themselves. A lower skill jump hauler would give them a chance to bring commerce to null sec and that would keep lower skill players in null sec.
Bantam looks like the only useful one, but they will still be a bitch to fit and keep in mind that you can only fit SMALL remote reps, not medium. Normal logistics cruisers are fitting something one size "larger" than their hull, just like shield extenders, etc. My guess is that they will be useful in FW and useless in 0.0.
For larger fights, they'd be useful maybe as a logistic for the logistics. Per player, log cruisers will still be more cost expensive. Per isk – depends…
Meh Logi frigs, can think of dozens of better things to work on. More capital classes, a blops dread carrier fleet hahahaa. Need more development for the older players, we not got much left to train, give us more caps or T4 bs. Something that you have to dedicate time to. All the young players got a lot of catching upto do, they don't need to learn to fly a Logi frig, got t1 Logi cruiser for that.
Will there be T2 variants that use medium reps?
Dear CCP: Swap the tormentor and inquisitor when you roll out the change. It will work out better to keep this as a 'mining frigate upgrade' than to make the only amarr missile frigate into something else…
CCP is it really necessary to 'repurpose' our existing shit ships? I don't recall ever getting up in the morning and finding that the perfectly fine car in my driveway was now a truck… Though that might be cool…
Why not put a little actual effort into it and make NEW ships – leave the old ones in the game, give us NEW shiny's! Hell, I'd even be happier with a 'mark II' version that is rebalanced.
