The 0.0 is inhabited by roughly 105.000 characters in sovereignty holding entities and about 15.000 people without territory.
All the regions White Noise have sov in are angels areas, so to describe them as 'drone russians' is innacurate.
They're definitely part of the same power block though. They've been quite involved on the side of the DRF in recently conflicts in geminate and kalevala.
Calling them drone russians isn't really accurate any more since they've grown beyond the drone regions, but nobody's come up with a new name for them yet.
The Kadeshi are blue to -A-, and believe they are red or neutral to Evoke and company

They're still NC. A team NC allis like MM/RZR helping them in Fountain and do A LOT of work together like FC'ing, OPs and so on. They share intel channels, TS server etc. There's no difference between DC and NC, it's one single block.
That's not really accurate. I'm an NC member helping in fountain and it's just supercarriers down here to help grind structures. I can't join the fountain intel channel, I'm not registered for goon TS, I don't fly under goon FCs and we use different jabber servers.
DC could walk out at any time without having structural, information technology, or FC problems.
I'm also in the NC (MM) and able to join goon channels and teamspeak server whenever I want. Ofc they also have FC's, own structures and intel and COULD walk alone. But it doesn't change the fact that they are still a part of NC. Calling them "DC" is just marketing.

Why would anyone add CITIZENS (aka PETS) to POWERblock? Well that maybe works with DRF couse we saw them bringing their pets into the fight with sagnificant numbers but the others? And you need to spent more time in 0.0 so you could understand who are allies and who just has blue standings.

the chart is crap and biased in favour of depicting NC as the allmighty superpower. It takes each and all alliances who live in the North and plots it against PVP active entities in the rest of the Universe. We all know that living a space, doesnt mean you have to do PvP. For Example pet Alliances of IT such as Babylon5.. are missing while all renting guests the NC hostes are counted for NC … utterly crappy ..

But they also counted the numerous renter alliances like “XXX Associates” or “XXX Citizens” for the others blocs.
Shadow of xXDEATHXx makes up the largest alliance for the DRF but its only Legions renter alliance (i dont know if they have a PVP wing in there, but i doubt it).
In that list is also White Angels. which are White Noises renter alliance. Interesting enough is that White Noise is actually missing in the list..
To clarify, i agree with you that the chart is crap and counts non-PVP entities.
But its not as if the NC would be the only one where they did it.
i think you also need to show the combat quintity/quility of fleets in different levels, supercap/cap fleet est. income and territory est. (as well as real players est) as the pvp core the the DRF has less than 2 chars on average.
TEST and Goons don't require fleet participation (~CTAs~).

As a neutral, I have to admit that Goons / TEST are very well known for not "requiring" their members to do anything at all. Their high participation comes purely from people wanting to attend fleet fights and do stuff for the alliance. It's a quality not many alliances in Eve can boast.

Though as to why NC attacked IT and not drone Russians, I think it is more that they hate IT then they thought it would be a fair fight. Look at the numbers, DRF have way more, 3 or so major leading PVP alliances, to IT having itself be the main component of the alliance.
As it stands DRF caused the NC to lose a whole region for a while geminite (and legion of death key partner wasn't involved), IT + former allies did not take so much as a system long term.
